Andrew R. Yarmus, P.E., F.NSPE

Andrew R. Yarmus, P.E., F.NSPE is a licensed Professional Engineer, a New York State Certified Code Enforcement Official, a Fellow of the National Society of Professional Engineers, and is currently serving as the Immediate Past President of the New York State Society of Professional Engineers and as the Director, Membership-At-Large of the National Society of Professional Engineers.

Mr. Yarmus has worked in various engineering and construction capacities since 1987.  His career began as an Intern Engineer, progressing to the level of Principal Engineer in 1994, and becoming President of his own Professional Engineering firm in 2005.

His experience and work assignments include various aspects of the main disciplines of Engineering and Environmental consulting including, but not limited to, building and safety codes compliance, construction and project management, physical condition surveys, reserve funding analysis, plumbing, electrical, heating, ventilating, and air conditioning design inspection and evaluation, preparation of contract documents and specifications for repairs and restoration of buildings including roofing and facades, general building construction, demolition, pools, plazas, walkways, roadways, parking lots and structures, drainage systems, elevators, hoists, various construction equipment, forensic engineering, cost estimating, asbestos testing and abatement specifications, lead testing in water and paint, radon testing, water quality testing, Phase I and II environmental audits, commercial and residential field inspections, condominium and coop conversion report preparation, surveying, specification preparation and quality compliance, and storm and sanitary system evaluations.  Included under his review during field work were various construction trades and activities including, but not limited to, masonry, fire protection, windows, roofing, structural steel, wood framing, underground piping, heating, ventilation, air conditioning, superstructure plumbing, and environmental abatement.

His inspection experience and industry standards and code review activities include both exterior and interior building elements as well as the use of building codes and standards including, but not limited to, the New York State Uniform Fire Prevention and Building code, BOCA code, New York City Building Code, the International Building Code, Labor Law, Industrial Code Rules, OSHA, ANSI, ASTM, and NFPA.  He has utilized industry standards and technical and administrative publications from professional societies in the performance of these assignments.  He has been responsible for construction documents on projects designed and drawn by use of multiple computer aided techniques.  He originally developed technical and management skills by working summers and part-time concurrently with his academic work at Cornell University in Ithaca, New York, and he has continued to develop those strengths in his own private practice.  During his years as an undergraduate student, Cornell University placed third in the nation in the ranking of engineering schools.

Mr. Yarmus graduated with a Bachelor of Science degree from Cornell University’s School of Civil and Environmental Engineering with a minor in Operations Research and Industrial Engineering.  His curriculum concentrated on Structural Engineering and Construction Management.  His course of studies was developed in cooperation with the faculty in order to achieve this broad education in only four focused undergraduate years.  In addition, Mr. Yarmus has completed continuing education engineering courses at Hofstra University and at various professional society forums.

In addition to the above credentials, Mr. Yarmus also holds an OSHA construction safety certification, is a Registered Professional Industrial Hygienist, a licensed Asbestos Inspector and Project Designer, a Certified Environmental Inspector, and a Certified Planner.

In 2019, Mr. Yarmus was appointed as the Professional Engineering representative on the Rockland County Home Improvement Contractor Licensing Board by the County Executive.  He has participated in various programs including seminars and lectures conducted by groups such as the American Society of Civil Engineers, the New York State Society of Professional Engineers, the Environmental Assessment Association, and the American Society of Home Inspectors.

In addition to being a member of the National and New York State Societies of Professional Engineers, Mr. Yarmus currently holds the positions of Director, Membership-At-Large of the National Society of Professional Engineers and he is the Immediate Past President of the NYS Society of Professional Engineers.  He is a prior NYS Mid-Hudson Region Vice President and Treasurer, as well as a Past President and Director of the Rockland County Chapter.  He is a member of the Council of Fellows, and a past-chair, House of Delegates Representative, and current Director for the National Professional Engineers in Construction Group.  Mr. Yarmus has previously been acknowledged as the Rockland Chapter Young Engineer of the Year and twice as the Chapter Member of the Year.  He has also been elected twice to serve as the NYSSPE Mid-Hudson Region nominating committee delegate, and has been awarded two Presidential Citations for his dedication to and efforts on behalf of the Professional Engineers of both New York State and Rockland County.

In 2011, Mr. Yarmus received the New York State Society of Professional Engineers Meritorious Service Award which recognizes a professional engineer who has made an outstanding contribution to the goals of the Society of Professional Engineers over an extended period of time.

Mr. Yarmus is also a member of the American Society of Civil Engineers, where he is a founding branch member, has previously served as President of the Lower Hudson Valley Branch, and was the 2007 recipient of the Meritorious Service Award.  He is also a member of the Environmental Assessment Association, the Association of Professional Industrial Hygienists, the New York State Building Officials Conference, the American Society of Safety Professionals, the American Society of Heating, Refrigerating and Air Conditioning Engineers, and the Rockland County Municipal Planning Federation.

Mr. Yarmus has also been honored as a prior member of the “40 Under 40” of Rockland County.  This honor recognizes individuals who have made and continue to make their mark in the county through their commitment to growth, development, professional excellence, and to the community at large.  In 2010, Mr. Yarmus was selected to be a pilot member of the New York State ICC/BCAP Energy Code Ambassador program.  The International Code Council and Building Code Assistance Project created this program to assist code enforcement officials in taking a leading role in energy-efficient buildings.  New York State was one of only four states nationwide to participate in the pilot program.
